    If ECT have no other choice but Monash only , then Monash will never had increase the offer to 2c
    IMO , Monash needs ECT .
    I believe ECT has the back door open a little , for a back up.
    I think is silly to believe , once there is approval from the Minister , that ECT will depend on Monash only .
