Are any mandarin-speakers able to locate the original text and provide a bit more insight than what is in that translation? I can't work out what the message is - seems to be an autotranslate job.
If what is being hinted at is correct then a 6-month shutdown could support prices across the whole heavy-light oxide spectrum. It is likely to exacerbate current price rises for the heavies, and may help clear out HK/ Dutch / Japanese inventory of La and Ce that's currently just sitting around in warehouses.
