looking at it from BARDA's perspective you've got one company (ATHX) wanting funding to pursue trails not to mention manufacturing etc and another company (MSB) fully funded, advanced stages of trials with manufacturing being scaled up in, with a vast IP portfolio.
If BARDA handed out funding to ATHX it would be like throwing money down the sink hole ( yes I used a quote from the AFR)
