this is the key I believe. Both deposits would be easily financially viable if they were able to share some infrastructure along the way. Whether or not they can is the question. Unfortunately it appears that BoD and also shareholders for the most part are still stuck in the us or them mentality.
Definitely still possible that it could be up and running without shared infrastructure but more likely with it IMO
