JB has indicated for some time he will oppose. And this is clearly for political reasons (more state seats at risk then Federal plus it has happened that way since 2010, state refuse, federal approve, noting Labor approved in 2010)
KP gave the best indication last week that he will approve. ABC recording around here.
Also we don't know if the NOPTA recommendation is Approval/ Refusal. So in turn we don't know if JB has gone against the advice.
Likely NOPTA approval and KP approval with JB being the dissenting party.
So the market is reacting positively as it is following the prophecy
