The Nats are a junior partner in the coalition, yet they're acting like they can dictate to the PM. If they want to bring down the coalition, fine, but they will bring down the government too.
I also doubt that this stunt by Turnbull will last. But it is an appeal to the right wing of the party, and selling out his moderate base. Unless he's convinced them to remain silent while he gets the desired result: elimination of Joyce. Always possible.
