The founders obviously thought it was a fairly serious offence as 100 pounds per day would have been a lot of money (about $15,000) in todays terms. Of course when someone was hit and had a possibility of a massive fine the government "otherwise provided". From memory of reading the law now only the first person who sues can get anything and it is a max of $200!!
