    Before the state could contemplate any proposal by PDY , the state would require bank guarantees to ensure that the project could be finished.
    The facts are that no proposals are being considered , and it would be extremely unlikely that if some proposal by PDY were put forward for consideration, the chances of them getting bank guarantees are very very slim.
