My interpretation is that OPR will go ahead with or without Sinosteel Or MMX.
I think it is no coincidence all these events are falling into place. I see this as a good think for MMX holders and time for MMX to get a positive BFS out.
I also find it amusing that this article references $4B costs, others 5B and some over 7B..!!!
