Out of context it sounds a bit ominous, but in the context of his speech, not so much...
It is just a few lines of political theatre (and a point well made) playing to the conservative lawyers constituting his audience early in a speech which provided an examination of the power vested in the President and its erosion by the Judiciary and the Senate.
This speech tells me Bill is motivated by his view of the Constitution and the powers and prerogatives of the Office of President to look into potential anti-President shenanigans, not by Trump-love.
