1) scare the living daylights out of the population 2) empower your police and army 3) build up a surveillance network 4) turn the population against each other 5) encourage and reward informers 6) restriction of movement 7) permit system for movement 8) get rid of religion 9) disintegrate small business and the Middleclass 10) full control of financial system 11) totally control media and propaganda 12) squash any protest that challenges Govt control 13) rule by decree or State of Emergency for extended periods of time , or constantly.
Not sure if i left anything out. But those are some of the basic ingredient. I am not sure, but we may have got some of those. Especially in Victoria, Australia
