The key is that a great deal of money has already been spent on the current technology and more importantly, a great deal of money has been spent on Li battery plants recently and new plants are being built. So the current Li battery technology is largely 'locked in' for the next 2 decades or so (possibly with minor modifications). While at the same time the unit costs of the current Li battery (technology) will come down over the same time period.
