The EIS and a raft of other regulations and criteria will be finalised once finance is secured. These finalisations are expensive and if finance is not secured, money wasted. If it was to take a long period before finance was secured the EIS etc would be required to be repeated. If Metallica had proceeded with the EIS etc in 2012 it would now be obsolete.
