I don't think these considerations are downplaying the stock. In fact mgmt must be cognisant of the issue given their actions re carbon neutrality.

Of course this risk is difficult to quantify but it does mean that the 2 year delay to Sole is not necessarily just a "timing issue" for gas production if those last 2 years of production never come about.

Perhaps this is now reflected in the share price?

My view is that any further delays to any other projects will cause much greater % falls in COE market cap. than we have seen to date.
