IMO the lows are because of the shorting. When someone goes to buy on the sell side at say 26.5c, their order is filled by the shorter at a lower price of 26.2c therefore never wiping out the sell line so the price can appreciate. Happened to me a couple of times.
It's a temporary situation most stocks go through. Just need to have patience until they run out or stop due to improvements in fundamentals like winter. Every share they short needs to be bought back.
