    check the flowchart out for the PER process:

    If there are appeals, ministerial approvals, etc. 15 months is the rough estimate. This is also referred to in BAU's announcement on the 31/03.

    It only takes some greenie, outspoken local or environmental lobby group to stretch this out.

    You just don't mess with the EPA.
