If you look at Australian bauxite mines and associated refineries, you will see that there are in fact 3 major stages involved to actually getting the production of aluminium.
1. The bauxite mining. The bauxite can be delivered reasonable distances by conveyor belt, as happens at the Gove RioTinto Alcan refinery.Or else, shipped or trained, however there would be massive savings having the refinery, adjacent to the bauxite source.
2. The refinement of bauxite to Alumina, a white abrasive powder. This can be shipped to a smelter, as happens from Gove to Gladstone, Iceland, Invercargill, Bahrain etc. Smelting alumina requires massive electricity availability.
