As Keith Woodford has pointed out, in a time of low dairy prices and high operating costs, it makes sense for farmers to reduce their herd size and maximise profitability - so culling of a1 cows, selling (swapping?) them etc is an excellent option, as they do not know how long dairy prices will remain suppressed.
