On the 17 January 2023 it was stated in the announcement "Flinders to acquire Balla Balla Infrastructure Project" that "The Proposed Transaction is supported by a planned increase to the executive capacity of the Company", 6 weeks later on the 2 March 2023 the executive capacity was increased with the appointment of Steven Michael as Managing Director and CEO.

If Steven Michael was appointed as part of the Proposed Transaction (BBIG assets) it appears while he's been promoting the trucking proposal to shareholders and media and denying there are any intentions to use BBIG, he's been quietly working on the BBIG transaction and whatever alternative plans they had until it was terminated on 11 July, in what a disappointed Cheryl Edwardes said was out of their control.
