In the website there is actually a diagram (you need to expand it a little to show more detail and it is low resolution to make matters worse) but it show the proposed rail and more importantly it shows the other existing and proposed rail including the Anketell-WPIOP proposed so you can see why it wasn't viable for FMS in the earlier days.
It is a possibility now though with FMS + MIN if anyone had the b@lls to try and re-engage BAO Steel on that proposal. FMS cant as it is hog-tied by you know who.
Also have a look at the Board of BBIG and compare to the Board of FMS.
