    BEPPA at 43.2c is equal value to buying parcels in the SPP (assuming no SPARCS convert)
    IMO I also believe this deal is done because there is currenty a 6c to 7c discount by using the purchase of BEPPA as entry into each 15,000 block of the SPP

    This discount wouldn't currently be available if anyone was still wanting to shore up the BEPPA vote... would it?

    Anyone see any flaws in this assumtion?
