It is not a misleading statement, they are explaining what the leverage ratio is, they cannot control what the traders do.
If a trader feels strongly that the price will go up 20% over the next 6 months, they don't have a problem paying an extra 5% to get a large position.
The opposite would apply if they trader feels the US market will rise (meaning BBUS would go down).
BBUS has no control over trader speculation.
