Normally, yes. But the yanks will likely take the top half dozen (or so) vaccine candidates once they go into final trials and manufacture them all in advance. They wont care about burning a few more billion to do that; though it will divert pharma manufacturing resources so that might cases some other supply chain issues. But even taking that step means one of the half-dozen has to work AND you still don't get needles going into arms until early 2021 best case.
