ever heard the term "market maker" ?
Theyre usually the big fish, centeral banks etc and literally make the market.
in this instance BBUS market maker is betashares. they put together this ETF and will have units held in inventory, ready to release on market if one side dries up (buy or sell) - hence they MAKE the market. They can do this because of arbitrage, kepping the price of the etf relative to the funds asset (in this case the S&P futures contracts ).
