On page 16
"Although Atlas is confident in its ability to negotiate infrastructure solutions to deliver the above projects, there
remains a risk this is not achieved, as is normal with these types of development projects"
In my opinion the statement could be taken 2 ways:
1. Normal practice, nothing is 100% guarantee
2. Less confident it will go ahead and therefore hinting it to the public.
But I can be wrong.
