As KSD said, the implication is in the post. There's substantial volume going on (pushing the price up). There are NDAs being signed as used, to prevent disclosure of news. The poster then suggests it warrants an ASX investigation.
This doesn't suggest at all that NDAs are around "significant matters".
However this poster has just potentially exposed themselves. Hinting that this volume is relating to the NDA.
