I assume they're trying to complete some part of Ponds 1 and 2 before finishing (starting) the hatched area. Remembering that the Contractor doing Ponds 3,4 and 5 is different to the one doing Pond 0,1 and 2, so the progress is independent... suspect they'll move into the hatched area over the next month or so. This approach might be due to the ground conditions or just to ensure there is definitely a pond to start filling by end of year as a risk mitigator to time delays.
