That is the intersection but not the scope of the upgrade I don't think. See below for the tender that went out last year which states the intersection is to be sealed, which it isn't in the satellite imagery.
Also, some further digging on google street view shows that leg of the unsealed intersection has existed for a long time (date on the imagery is 2008):
