LTR could!
LTR can't and neither can BCI in the current environment, with any meaningful level of confidence in their forward estimate.
Packages are going out to tender in WA and it's difficult to get one contractor, never mind multiple to bid at the moment.
Considering the price of doing nothing for a period (wait and see) is probably worth considering. All IMO of course.
