Simply if you don't know when your pumping,this year or next ,why would you waste both your own and others time and money paying for recosting until you know.

We currently have committed funding on a when and if basis.
Whether that is enough at the time of actual commitment to further works depends on pie in the sky stuff including Lots of ifs and buts.

The allowed contingency will be gone.
So what if the rest costs less than budget?

Admittedly unlikely but seen it happen before.
IO at resurgent prices could make a significant difference even a 4mt a year and claw back the to date overspend.
