The landowners will always be a focus. I am talking about profits (i.e. after landowner payments, royalties, PNG tax ). I ask again why would you not prefer these to go more to the people of PNG (and in particular the ABG) than say to billionaire shareholders of RTG (or whatever entity they might set up to develop a mine on Bougainville).
