They are neither suing nor appealing; it is a judicial review. I assume to ensure for everyone's sake (i.e. including the 27% of shareholders outside the National Government and ABG) that everything was done according to appropriate procedure etc. You can hardly criticize them for doing this.
As for the term social license (which you use in many of your posts) - this is not something that pops out of a packet of breakfast cereal. If BCL didn't earn this during the years it operated and through its subsequent, persistent, efforts over the past 29 years then it never will. Exactly how RTG can claim to have one is a mystery to me, although it is an admirable aspiration. I'm not sure how Mr Duncan's exclusion from PNG plays into that.
