As I understand it. As he's not a director, he'd only have to notifiy if he owned more than a certain % of the company. In that case there would also have to have been an initial notice when he exceeded the threshold, same as CS. I can't recall ever seeing one.
20 mill is not enough to hit the threshold it would need to be more like ~40 mill.
