Outside of the top 20, there are still about 570m shares free float. That's a lot of smaller holders (even up to say 10/20m shares) that can and do sell/buy. There's a bit to play out here imo. Still in that range.
There's a government vote coming up on May 31 re underground mine approval for Sable? They need that approval. You'd think they would get it, but share price says different? Or just wary.
If they get that approval, wonder what the capex is for development of Sable U
