The other night Tony said he would love to be buying at these prices but he obviously couldnt until the report was released -

Tony did not write anything of the kind, he wrote:

Hi pete,

I would love to buy more PLV but given where we are with negotiations and deals I am not allowed. I am in a trading block. Do I expect I will buy some more when I am able? Yes I expect to buy some more when I am allowed to do so.

He also went on to write that "We have 43 seperate legal agreements to finalise before 29th June"

So clearly Tony is in possession of sensitive information that is not yet released to the market. As such he cannot buy.
