I'm skeptical of the notion that BDR is being manipulated by shorters, no doubt there are people shorting the stock but that doesn't constitute manipulation anymore than going long the stock constitutes pumping and dumping.
The main flaw in the ''manipulation'' thesis is that you're only focused on the short term effect of the short, however, every short must be covered, this requires buying back stock. Buying back stock has the effect of netting out the initial effect of the short by pushing the price back up.
Why is it that shorting makes the price go down more than buying back makes the price go back up?
There's no manipulation here, only day traders trying to scalp profits.
