PIOP may well be conditionally important to TODD at the margin, and at any margin should improve the longer term viability of the enterprise through improved blended grading, am now more accepting of the probability of an SOA , which would presumably reduce TODDs overall cost while attracting OCJ and stalling settlement for as long as possible------which would mean ? 18 months?
