yeah i left a heap out of that last post but also there are so many rules and regs and other things can pop up that nobody knows about until a formal agreement gets to certain persons that are closer to the regulators.
If multiple parties are invloved things get complicated especially from overseas companies etc and their rulings as well.They then realise that they are not fully equipped to handle the agreement with current rules/regs so until further rules are made you will get delayed.
