    Ok let's break down those terms:
    NAFTA - North American Free Trade Agreement.
    NEPA - National Environmental Policy Act (US).
    NGA - Natural Gas Act (US).

    So that comment is purely about the movement of gas though the U.S. (From West Canada) to get to site for then subsequent export, and the export of U.S. gas from the site. The latter has been achieved by Goldboro for their project. The former is a first. Technically it shouldn't be an issue, since it's Canadian and not U.S. gas, but since it's an entirely new situation the comment from the company is about the fact that there is no clear and defined DOE application to suit this case. They are hoping that their application is appropriate, but it could require some red tape to get to a purely practical outcome. However this is purely about gas supply, not the rest of the approvals. And even then it's just red tape to overcome.
