I would suggest that they mean a lot more than "wiggly lines on charts" where patterns fit perfectly - AFTER THE EVENT - a bit like a clairvoyant reading tea leaves . The old adage of the market being "a voting machine in the short term but a weighing machine in the long term" comes to mind. These video (particularly Justin Huhn) give information on the underlying fundamentals whilst chartists just just tell to the current direction of the herd - not where the potholes and cliffs are - you need a longer range view for this
