The Minister will need to abide by party policy and reject the application or go against the party and risk deselection. The minister might privately off the record tell you in regular industry meetings that you are wasting your time right now, please wait till we change our policy which they are either advocating for internally within the party or they are totally against advocating for.
We have Schrodinger's approval cat. Its simultaneously alive and dead but if we open the box too early the cat may be killed by government policy.
I think you can imagine that is not advantageous.
The legal position is that it is legally fine to be granted an extension - we need to pop the question when we know the answer is in our favour IMO and don't waste the ministers time or embarrass the minister forcing them to appear anti-uranium publically when they might be our friend on the inside of the Labour party in WA helping to shift the policy position.
