In fact I'd say it would be highly unlikely (I can't be sure as I am not involved) that they would have been allowed to tender let alone have embarrassed themselves by tendering if they weren't certain in their own minds and clear enough to be able to prove to the DoE that the Silex process works.
Furthermore they MUST have been successful in that endeavour to be selected as the preferred tenderer at Paducah.
Nothing surer - its all about the market, the secrecy, the commercials and dare I say it, the vibe.
