I'd say they have a joint venture who've 'applied' for - NOT "obtained two onshore oilfield licenses in the Kwanza Basin" - again basic understanding, badly worded.
My original post highlight I think the fact that CVI have local ties/knowledge/good will along with financial/technical backing. They're not just a "tiddler" who's wayyyyy out of their depth.
