No the reduction in the position is the shorts slowly closing out their positions (Buying) which means the prime account (MS) which is holding the stock on borrow reduces their holdings.
The reduction in MS holding is the hedge funds buying not selling. i.e. they are reducing their short positions because they think there will be further upside.
The catalyst for them to start closing was the Japanese MOU. They don't want to be short when this gets signed as a contract
