Id assume its more to do with the scale of the mine with multiple pits and waste dumps. This means a lot more environmental impact on flora and fauna. There would also be a lot more hydrology work ensuring major creek flows are not disturbed by the earth moving etc.
Thats my armchair assessment with zero clue how to apply for a mining plan with the DMP
