Age and experience does not always imply competence, but it is a stupid risk to think the converse is more likely to be true.
When I was 30 and an analyst I thought I knew it all, and was almost dismissive of the concept of "experience" but really at that age your critical faculty and judgment is not fully developed...and that can only be gained via experience.
...And this is where Rudd is at his weakest...in his exercising of his critical faculty and his judgment.
