They certainly do Hamsam, all the time. The fact that they are not supposed to do it is immaterial.

There are always ways to do it. Basically they use different accounts. Very hard to detect & police. You most often see it with a capping offer. This will be placed above the action, then as it is about to get hit, rather than pull the offer & show their hand, you see them buy it themselves in a big gulp. This will be purchased via a different account, and bypasses the regulators.
