You are asking the right questions.
The access agreement is important however part of the area is listed as culturally significant and is not open to negotiation. The company has a duty here not to disturb the site, no way around it, agreement or not.
They would know this already, agreement cannot change that as they are accountable to the QLD governemnt on impacts to listed cultural sites.
However what they plan may have no impact at all or may reduce the known potential. I am not sure.
Easy to fix, just ask the company...
Has the historic potential been curtailed due to cultural heritage listing?
Is CSM extraction preferred due to coal mining being more destructive to the site?
Is Cairns a large enough market for power generated by CSM to return good profit margins? Can they access Cairns markets using existing infrastructure corridors as world heritage listing has been applied to the ground between Mt Mulligan and Cairns.
None of these questions will be answered by an access agreement. Maybe a non issue, just ask the company.
