My take and reason i agree with Holidays;
The milestone payments are related to commercial activities not necessarily actual sales, though the payment is made only if the sales thresholds are passed. The commercial activities that the payments are made for could be related to activities further up the supply chain including production targets, distribution of product and marketing activities that enable the sale of the product to be successful.

Ensuring the commercial activities are completed ensures sales targets are also met, and therefore the milestone payments made.

The commercial activities in this case aren't for sales, but are directly linked to sales performance - which is how I read Holidays comments.

But, since there has been no announcement on what the payments are for, when and how they will be applied, this is purely speculation on my part.
