For many of us the IP address is set by our ISP whenever we connect. This is true almost always for dial-up and also for many broadband connections. As an example I get a new IP address whenever I re-connect my Telstra ADSL service.
Other ADSL providers such as SwifTel offer fixed IP addresses (or so I've been told)
